At least 37,500 dogs have been clubbed to death in the Chinese city of Hanzhong including family pets. The reason? A rabies outbreak.

Graphic photos have been circulating on the internet causing worldwide anger and horror. Some of these are family pets and are being slaughtered right in front of their owners; some are being tossed still alive into a burial pit to be burned.

Law professors at the Chinese Academy of Social Sciences are said to be working with Britain's RSPCA and the Int. Fund for Animal Welfare on a proposal to prevent mistreatment of animals in the future: owners would register and vaccinate their dogs and anyone found to be maltreating an animal would be warned, fined or possibly sentenced to prison.
